Eugene Water and Electric Board (EWEB) assists residential customers in financing energy efficiency improvements with three different loan programs. The Home Comfort Program provides home energy information, energy use education and a customized list of energy saving measures designed to upgrade the efficiency and comfort of electrically heated homes. This program also provides interest-free loans for EWEB-approved ENERGY STAR® replacement thermal windows. Additional zero-interest loan funds are available for insulation as needed. Loans may also be available through this program for owners of multi-family dwellings.

The Comfort SEAL Program will assist homeowners by providing zero-percent financing to cover the cost of duct maintenance. Maximum amounts will be determined by EWEB. The Centsible Heat Pump Program also provides interest-free financing for the purchase of either a ground-source or air-source heat pump, to be used by either a site-built home or a mobile home. Primary heating may be gas, electricity, or oil. Additionally, varying loan amounts are available to customers installing eligible thermostats and ductless heat pumps.
