The PSE&G Residential Whole House Efficiency Program provides income eligible homeowners or tenants with an in-home energy audit, air leakage testing, a report of recommended improvements. The utility auditor can arrange to install caulking, electric outlet seals, weather-stripping, door sweeps, attic insulation, duct sealing and/or duct insulation, compact fluorescent lighting (CFL) products, and a programmable thermostat. 0% financing over 60 months is also available from the utility for these kinds of improvements.
For PSE&G recommended efficiency upgrades, the utility will pay the cost up front. Then the homeowner or landlord is expected to repay 20% - 50% of that cost depending on their income, interest free, through their energy bill over a period of 60 months or in one lump sum. PSE&G will provide customers with an incentive covering 80% of the cost of Tier 3 measures, such as high efficiency HVAC and gas Water Heating Systems, for those between 225% and 400% of the federal poverty level. Customers above 400% of the federal poverty level will receive an incentive covering 50% of the cost of the Tier 3 measures.
In order to ensure consistency in program measures between PSE&G and NJCEP Programs, the Whole House Program utilizes the same audit software and provides the same energy savings measures as the NJCEP HPwES Program. Upon review of the recommended measures with the customer, the Whole House Program provides installation of measures such as HVAC, water heating, attic insulation, duct sealing, duct insulation, windows, and other measures.
Customers can also request a programmable thermostat separately during routine utility-related gas service calls. The service technicians provide the customer with five CFLs, if needed.
