Columbia Water & Light: Residential Super Saver Loans

The Columbia Water & Light (CWL) Home Performance Super Saver Loan allows Columbia residents to finance energy improvements to homes with affordable, low interest loans with five to ten year terms. If a Water and Light electric customer has a good credit history and owns an eligible  home, loans can be used to install insulation, heating and cooling systems, solar water heating and solar space heating. Two different loan programs are offered to customers, which differ slightly from one another. Before work commences, a representative from Columbia Water & Light will conduct an energy audit of the home and suggest ways in which the home's efficiency could be improved.

Eligible insulation measures may be installed in several strategic areas of the home with specific minimum R-value requirements for each area. A new furnace can be financed by the loan programs only if it is installed along with a new central air conditioner with an efficiency rating of 14 SEER or higher. Solar water heaters must provide at least 50% of water heating costs to be eligible for financing, and solar space heating systems must involve active solar heat collectors to qualify. New windows must be rated with a minimum U-value of 0.30.
