MassSAVE organizes residential conservation services for programs administered by Massachusetts electric companies, gas companies and municipal aggregators. These utilities include Columbia Gas of Massachusetts, The Berkshire Gas Company, Cape Light Compact, National Grid, New England Gas Company, NSTAR, Unitil, and Western Massachusetts Electric Company. The programs are available to all customers which have a facility that buys its power from one of MassSAVE's member companies. Customers must notify their MassSAVE program administrator technical representative to arrange a pre-approval process.

Low income utility customers can contact MassSAVE, and an energy efficiency specialists will answer questions and determine eligibility for a free Home Energy Assessment. The assessment includes an analysis of energy use, advice for saving energy and rebate offers on recommended energy improvements. Some utilities offer separate incentives from Mass Save such as NSTAR's programs for customers who heat their homes with oil or propane.
