What is the San Francisco Home Improvement & Performance Program?

The City of San Francisco offers incentives of up to $11,000 to improve your home’s energy efficiency, comfort and health. You can get started by creating an energy profile of your home on the sfenvironment.org website. This 5-minute survey asks questions about your home to help determine your qualifications for the program and provides a directory of the participating contractors who work with the program to help you get started.


Though the program addresses energy efficiency, the types of improvements covered by the program help address many of the other issues found in local homes. The upgrades will help make your home more comfortable by reducing drafts, making it quieter, preventing mold growth, and improving the overall environment.


Currently, the San Francisco Home Improvement & Performance program, combined with the Energy Upgrade California rebate program, offers up to $11,000 in rebates. The current incentives are as follows:

  • $5,500 for 15% modeled energy reduction

  • $6,000 for 20% modeled energy reduction

  • $6,500 for 25% modeled energy reduction

  • $7,000 for 30% modeled energy reduction

  • $7,500 for 35% modeled energy reduction

  • $8,000 for 40% modeled energy reduction

In addition, San Francisco households earning less than 120 percent of the median San Francisco Annual Gross Income qualify for an additional $3,000.


Eligible homeowners own a single family home within the San Francisco city limits and are customers of Pacific Gas & Electric.
