My HOA requires window repairs for fogging in double pane windows. I'm weighing the repair cost versus the cost in replacement windows for a condo in Marina Bay, California. Also, what rebates might be possible to offset the costs of replacement?

Replace or repair depends on several factors. If the window are aluminum frame and over 20 years old, I would probably replace.
