Since it will be new, do I qualify for the governments tax credit or rebate programs?

If building an energy-efficient home is appealing, you may want to build your new home to meet the LEED Gold certification standards. This may make your home eligible for the High-Performance Building Incentive Program, which offers low-interest loans of up to $100,000 and grants of up to $500,000 for measures like land clearing, planning and construction.

Unfortunately, the governmental tax credits are offered for improvements made on your existing primary residence only, so those will not help you with your new home.
